Accessibility, auditability, records handling, and security are part of the definition of done.

Each costs more to add later. Accessibility retrofits mean rebuilding interfaces. Audit trails added after the fact are incomplete by definition. Records requirements discovered late can invalidate an entire data model.

Teams that treat these as a compliance phase are why public sector projects run long. We treat them as engineering requirements, because that's what they are.
